HSE Manager - Willis, TX

Location: Willis, TX
Position: Full time
THE OPPORTUNITY
This is not a desk job dressed up as a safety role. This is a hands-on, culture-building, regulation-navigating, people-first position that sits at the intersection of operations, engineering, field services, and executive leadership. If you are the kind of safety professional who lights up walking a shop floor, coaching a crew through a job safety analysis, and presenting a clean dashboard then this is your role.
WHAT YOU'LL DO
Reporting directly to the SVP of Production, you will own the HSE management system across manufacturing, commissioning, and field service operations.
Health & Safety Leadership
- Culture Architect: Champion a zero-incident safety culture through visible leadership and accountability.
- HSE Management: Develop and continuously improve a comprehensive management system aligned with OSHA and industry best practices.
- Primary Liaison: Serve as the lead point of contact for all regulatory agencies and inspections.
Compliance & Risk Management
- Regulatory Oversight: Ensure total compliance with OSHA (29 CFR 1910/1926), EPA (air/waste/spill prevention), and DOT hazardous materials standards.
- Risk Analysis: Lead Job Safety Analyses (JSA), hazard identification, incident investigations, and Root Cause Analysis (RCA).
- Metrics & Reporting: Track and analyze key safety metrics (TRIR, DART, Near Misses) and present clean, actionable dashboards to executive leadership.
Training & Environmental Stewardship
- Education: Design and deliver training for LOTO, Confined Space, NFPA 70E, Fall Protection, and New Hire Onboarding.
- Environmental Management: Oversee waste disposal, spill prevention (SPCC), and sustainability initiatives aligned with our "Give Back" core value.
Field & Site Support
- On-Site Presence: Provide HSE oversight at manufacturing facilities and customer project sites.
- Readiness Reviews: Conduct site safety inspections and readiness reviews prior to team mobilization.
WHAT YOU'LL BRING
Education & Credentials
- Bachelor’s Degree in Occupational Health & Safety, Engineering, or a related field (Master’s/MBA is a plus).
- Required Certifications: Certified Safety Professional (CSP) or CRSP; OSHA 30-Hour; First Aid/CPR.
- Preferred: ISO 45001/14001 Lead Auditor; PMP, FMP, or CIH designations.
Technical Skills & Experience
- Expert Knowledge: Deep familiarity with OSHA, EPA, NFPA, ANSI, and Texas-specific regulations.
- Methodologies: Proficiency in TapRooT, 5 Whys, and Fishbone Diagrams for incident investigation.
- Software: Experience with EHS platforms (Enablon/Intelex), Power BI, and Microsoft Office.
- Operational Background: Experience in mobile power packaging or heavy manufacturing is highly preferred.
Who You Are
- Visible Leader: You lead by presence on the floor, not just by policy from an office.
- Master Communicator: You can translate complex regulations for field technicians and board members alike.
- Detail-Oriented: You are relentless about following through on corrective actions and analyzing patterns before they become incidents.
- Adaptable: You are energized by a fast-moving industrial environment where no two days are the same.
PHYSICAL & SAFETY REQUIREMENTS
- Safety Compliance: Strict adherence to X-Group safety policies and SOPs.
- PPE: Ability to wear required gear (steel-toe boots, safety glasses, hearing protection).
- Physical Stamina: Ability to lift up to 50 lbs, climb stairs/ladders, and navigate an active industrial shop floor.
WHERE YOU WILL WORK
This role is based at TURBINE-X Energy's Houston, Texas headquarters, with approximately 50% of time in a professional office environment and 50% on the shop floor, in test bays, manufacturing areas, and at customer project sites. Some travel to field locations is required.
